■ The 1st Seoul Metropolitan Council
The first election of a local council was scheduled for May 10, 1952. However, the election could not be held as planned due to the outbreak of the Korean War on June 25, 1950. Three years after the truce, 47 council members were elected by direct vote on August 13, 1956, and the first council meeting was held on September 5 of the same year. Eight regular sessions (beginning on June 1 and December 1, and lasting for 30 days) and 37 special sessions were held by the time the term ended on August 12, 1960.
■ The 2nd Seoul Metropolitan Council
Elections for the 2nd Council were held on December 12, 1960 for 54 council members. The Council was opened on December 22, 1960, but was soon dissolved by Military Administration Decree No. 4 on May 16, 1961.
■ The 3rd Seoul Metropolitan Council
The local autonomy system was revived thirty years later and 132 councilors were elected on June 20, 1991 through direct vote. The 3rd Council opened on July 8 of that year. The terms of office expired on June 30, 1995.
■ The 4th Seoul Metropolitan Council
On June 27, 1995, an election was held for 147 Council members: 133 from local constituencies and 14 by proportional representation. Inaugurated on July 12, 1995, the Council completed its full term on June 30, 1998.
■ The 5th Seoul Metropolitan Council
On June 4, 1998, an election was held for 104 Council members: 94 from local constituencies and 10 by proportional representation. Inaugurated on July 9, 1998, the Council completed its term on June 30, 2002.
■ The 6th Seoul Metropolitan Council
On June 13, 2002, an election was held for 102 Council members: 92 from local constituencies and 10 by proportional representation. Inaugurated on July 9, 2002, the Council finished its term on June 30, 2006.
■ The 7th Seoul Metropolitan Council
On May 31, 2006, an election was held for 106 Council members, 96 of whom were from local constituencies and 10 by proportional representation. The term of office began on July 1, 2006 and expired on June 30, 2010. The council was opened on July 12, 2006, the Council finished its term on June 30, 2010.
■ The 8th Seoul Metropolitan Council
On June 2, 2010, an election was held for 114 Council members, 96 of whom were drawn from local constituencies, 10 by proportional representation, with 8 popularly elected educational representatives joining the Council for the first time. The term of office began on July 1, 2010 and expired on June 30, 2014. The council was opened on July 13, 2010, the Council finished its term on June 30, 2014.
■ The 9th Seoul Metropolitan Council
On June 4, 2014, an election was held for 106 Council members, 96 of whom were from local constituencies and 10 by proportional representation. The term of office began on July 1, 2014 and expired on June 30, 2018. The council was opened on July 16, 2014, the Council finished its term on June 30, 2018.
